Chief Executive Officer
Alicia Rodriguez, MBA, FACHE, Chief Executive Officer
Alicia Rodriguez serves as Chief Executive Officer of Su Clinica, a Federally Qualified Health Center dedicated to advancing access to high-quality, culturally responsive healthcare for underserved communities across the Rio Grande Valley in Texas. In this role, she is responsible for the organization’s strategic direction, operational performance, financial stewardship, governance partnership, and mission-driven growth in one of the nation’s most medically underserved border regions.
Alicia brings more than two decades of experience leading complex, safety-net healthcare organizations, with deep expertise in FQHC operations, Medicaid strategy, integrated care delivery, and regulatory compliance. Throughout her career, she has focused on strengthening access to care for low-income, rural, immigrant, and medically vulnerable populations through sustainable, community-centered healthcare models.
Prior to joining Su Clinica, Alicia spent over twelve years as a senior executive at San Ysidro Health, one of the largest Federally Qualified Health Centers in California. As Vice President of Senior Services, she played a key role in the growth and expansion of San Diego PACE, supporting interdisciplinary care teams, strengthening payer and community partnerships, and advancing comprehensive, value-based care to frail seniors. She also served as Vice President of Strategic Initiatives and Chief Information Officer, overseeing enterprise-wide technology modernization, data governance, and operational transformation initiatives supporting primary care, behavioral health, dental, and specialty services across a large multi-site FQHC system.
Earlier in her career, Alicia held leadership roles in healthcare technology and change management at Cedars-Sinai Medical Center and began her professional journey in project and grant administration at the California Institute of Technology. This foundation continues to inform her pragmatic, data-driven approach to healthcare leadership, balancing innovation with operational discipline and community accountability.
Alicia holds a Master of Business Administration from Pepperdine University with a focus on Organizational Leadership and a Bachelor of Science in Business Administration from the University of La Verne. She is a Fellow of the American College of Healthcare Executives (FACHE), a Project Management Professional (PMP), and a Lean Six Sigma Green Belt. She has served as a speaker and panelist at national healthcare conferences and previously served on the Board of Directors for the California PACE Association.
Executive Leadership Team
Jesus Rodriguez, M.D., Chief Medical Officer After attaining three Associate Degrees from Texas State Technical College, Jesus Rodriguez went on to attend the University of Texas – Brownsville, where he earned a Bachelor of Science degree in Biology. After graduation, Rodriguez enrolled at the University of Texas Medical Branch in Galveston, Texas where he earned his medical degree. With this comprehensive and deep understanding of medical practice, Dr. Rodriguez pursued his medical career in Family Medicine at Valley Baptist Medical Center in Harlingen, Texas by becoming board certified in 2017, completing training at an ACGME-accredited Family Medicine Residency Program, and providing supervision to resident physicians in both outpatient clinical and hospital care as a teaching Attending Faculty. From 2021 to 2023 he served as Chief of Family Medicine for Valley Baptist Medical Center – Harlingen. He has served as Su Clinica’s Chief Medical Officer since 2023 and exemplifies the next generation of clinical and administrative leadership at the health center.
Cristina Perez, Chief Operating Officer Cris Perez began her career in Su Clinica’s Raymondville Clinic as an Adolescent Program/Counselor, progressed to Social Services Department., Social Services Supervisor, Clinic Manager and up to her current position as Chief Operating Officer. Cris has over 45 years of community health center experience at Su Clinica.
Dalia Tovar, Chief Human Resources/Corporate Compliance Officer
Dalia serves as Su Clinica’s Chief Human Resources and Corporate Compliance Officer. In this role she provides compliance oversight in the day-to-day policy implementation and coaches managers, supervisors, and employees in human resources and policy matters. Dalia also develops and trains employees in human resources functions, disaster operations, and compliance at all levels. She addresses compliance issues, works with legal counsel in any potential non-clinical or malpractice claim, and stays current in the rapidly changing field. She has been a leader in Su Clinica’s growth from 176 employees when she first joined to a current workforce of over 400 employees in multiple specialties.
Her prior experience includes working at South Texas Hospital as Director of Human Resources and Risk Management where she managed the human resources functions, risk management, and served as a member of the governing body. She helped lead the hospital to several outstanding Joint Commission recognitions with The Joint Commission to include a noteworthy recognition on best practices for human resources.
As a community member, she has been actively involved in program development, grant writing, board development, speaker’s bureau, fund development, community organizing, and emergency management preparation at the local, state, and national level. While serving as the state chair for the American Red Cross, she chaired several State conferences and represented the American Red Cross in several international conferences and alliance meetings with the Mexican and Central American Red Cross.
She has a bachelors from the University of Texas at Austin and an MSW in Administration and Planning from the University of Michigan in Ann Arbor. She has specialized training in non-profit operational management, strategic planning, quality performance improvement coaching, international disaster management, and as a change agent. Dalia has received numerous civic awards including being a two-time recipient of the American Red Cross Clara Barton Award.

Sam Gorena, Chief Planning, Marketing, and Development Officer
Sam is an experienced leader guiding mission‑driven organizations through growth, transformation, and sustained community impact. As Chief Planning, Marketing & Development Officer at Su Clinica, his responsibilities span enterprise‑wide strategy, brand and reputation management, marketing, quality governance, and the development and stewardship of more than $11 million annually in grant funding.
Throughout his career, Sam has built a reputation for forging high‑impact partnerships, leading complex organizations, and delivering measurable results. As Executive Director of Centro Alameda, Inc. Latino arts and culture center, he led the establishment groundbreaking affiliations with the John F. Kennedy Center for the Performing Arts and the Smithsonian Institution, dramatically elevating the organization’s national profile. During his tenure, he raised capital and operating support for the historic Alameda Theater, and led the development of a Latino cultural arts district. His leadership experience also includes serving as Executive Director of San Antonio’s Paseo del Rio Association, where he was the chief administrator and public spokesperson for the River Walk—Texas’s premier tourist destination—overseeing marketing, sponsorships, and major events attracting millions of visitors annually.
Earlier in his career, Sam held senior policy and government affairs roles at the state and national levels, including leadership positions with the Texas Hospital Association, the Texas Chamber of Commerce, and the Office of the Lieutenant Governor of Texas, where he worked closely with legislators, agencies, and community stakeholders on healthcare, economic development, and public policy initiatives. He holds a Master of Public Affairs from the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin and a Bachelor of Arts in History from UT Austin.
Adam Saldivar Chief Financial Officer Adam Saldivar earned his Bachelors of Business Administration in Accounting from the University of Texas Pan American in Edinburg, Texas. Mr. Saldivar previously served as Vice-President, Finance for APC Home Health Service, Inc. and Nurse Placement Service, Inc.; Auditor for the accounting firm of Long Chilton, LLP, and as a Branch Supervisor for International Bank of Commerce in San Antonio, Texas. Serving as Chief Financial Officer for Su Clinica since 2005, he is responsible for the overall finances of the health center as well as Billing, Collections, Pharmacy, and Purchasing departments and for ensuring compliance with all applicable state and federal regulations.

Humberto Gonzalez, Chief Information Officer Prior to joining Su Clinica, Humberto (Bert) Gonzalez fulfilled the role of Chief Technology Officer & Service Delivery Manager (SDM) for Valley Baptist Medical Center (VBMC) working with Anthelio Health Corporation in Dallas, Texas. Prior to working for Anthelio Health, Bert served as the Desktop and Service Desk Manager for Valley Baptist Health System. Bert was also a Senior Project Manager directing the Project Management Office for Texas State Bank in McAllen, Texas. He worked for USAA in San Antonio for ten years as a project, configuration, and release manager, providing support for infrastructure and financial systems. In 1996, Bert joined EDS, providing solutions development to a Department of Defense medical readiness and human resource project. At the start of his career, Bert was involved in developing financial and student information systems for the Education Service Center, Region 20 in San Antonio, Texas.
Anna Hinojosa, R.N., Chief Nursing Officer Ms. Anna Hinojosa comes to Su Clinica with over 40 years of experience as a Registered Nurse and executive leader in South Texas. Ms. Hinojosa has held several leadership roles, including Director of Emergency, Trauma, and Stroke Services, as well as a Flight Nurse and Executive leader in hospitals and home health settings. Ms. Hinojosa holds two Master of Science in Nursing degrees: one in Nursing Administration from the University of Texas at Arlington and Nursing Education from the University of Texas at Brownsville, now known as University of Texas Rio Grande Valley (UTRGV).
She received her Bachelor of Science in Nursing from the University of Texas Health Science Center at San Antonio. She has also served on multiple boards in the region, UTRGV School of Nursing, Texas A& M School of Nursing, Texas State Technical College School of Nursing, Trauma Regional Advisory Council V and has been a volunteer at Aurora House. She remains committed to advancing nursing leadership, strengthening healthcare systems, and mentoring the next generation of nurses.
